Description
An explosion occurred overnight at a nuclear power plant in Doel, northern Belgium, local media reported, adding that the blast caused a fire. The exact damage from the incident remains unknown. The blast happened around 11pm local time on Saturday. The fire started in Reactor 1 of the plant, but was soon extinguished by personnel. The explosion didn't cause any threat to nature, Els De Clercq, spokeswoman from Belgian energy corporation Electrabel that runs the plant, told Het Laatste Nieuws. There was no fuel present at the time of the incident as the reactor had been shut due to its expired operational license. Doel Nuclear Power Station, one of the two nuclear power plants in the country, is located near the town of Doel in east Flanders. The plant employs about 800 people. According to the Nature journal and Columbia University in New York, the plant is in the most densely populated area of all nuclear power stations in the EU. About 9 million people live within a radius of 75km of the station.

TEPCO at final stage in 1st round of fuel transfer
The operator of the Fukushima Daiichi nuclear plant is preparing to complete the first transfer of nuclear fuel from a reactor building to a safer storage pool.
On Thursday, Tokyo Electric Power Company moved the batch of nuclear fuel from the No. 4 reactor building to a nearby facility housing the safer pool.
TEPCO workers used a trailer to carry a cask containing 22 unused fuel assemblies to the building 100 meters away, then unloaded the cask inside the building.
The workers plan to transfer the fuel units from the container to racks in the storage pool on Friday.
This will mark the completion of the first transfer.
TEPCO says it will review whether there were any problems or challenges. If not, the utility says it may start removing spent fuel assemblies that are far more radioactive than the unused fuel.
The pool in the No. 4 reactor building contains more than 1,500 fuel units, most of which are spent fuel rods.

"Cask" containing fuel moved into safer pool
The operator of the Fukushima Daiichi power plant says it has removed the first batch of nuclear fuel from the reactor 4 building to a safer storage pool.
Footage released by Tokyo Electric Power Company on Thursday shows workers lowering a steel cask containing 22 unused fuel assemblies from the 5th floor of the reactor building. Engineers used a huge crane to lower the cask, 5.5 meters long and two meters across, onto a trailer on the ground.
The container was transferred slowly to a separate pool in a building 100 meters away, and lowered into water to store the fuel more safely.
TEPCO plans to begin on Friday plucking the fuel assemblies out of the cask and placing them in storage racks inside the pool. The utility says it will review the process before starting a second round of fuel transfer.
Thursday's transfer involved unused fuel units. The reactor's storage pool has 1,511 fuel assemblies left, including 1,331 highly radioactive spent fuel assemblies.
TEPCO says the building housing the separate pool can withstand an earthquake as strong as the March 2011 disaster that badly damaged the plant.

Trial run of last ALPS line at Fukushima resumed
The operator of Japan's damaged nuclear plant has resumed trial operation of the last of 3 lines of a key water decontamination system.
Officials of Tokyo Electric Power Company restarted the 3rd line of the Advanced Liquid Processing System, or ALPS, at the Fukushima Daiichi plant on Thursday.
The system is designed to remove from contaminated water 62 kinds of radioactive substances, excluding tritium.
But its test operation was suspended in June following leaks of unprocessed water from a tank due to corrosion.
The utility restarted the lines one by one after working to prevent further corrosion.
The officials say test runs so far have shown that the system is failing to fully remove 4 types of radioactive substances, including cobalt and antimony.
They say they will work to fix the system and confirm the effects of anti-corrosion measures before making it fully operational next year. ALPS was originally to be in full operation this autumn.
Tokyo Electric plans to add more lines to the system so that it will be able to process all radioactive water in the plant's storage tanks by March 2015.

Workers removing nuclear fuel from pool
Workers have begun removing nuclear fuel from a storage pool at the Fukushima Daiichi power plant. The procedure is a critical step in the decommissioning of the plant.
The work at the No. 4 reactor building began on Wednesday. Workers are using a crane to lift a container loaded with nuclear fuel out of the pool.
The container, called a "cask," can carry up to 22 fuel units and weighs 91 tons when fully loaded.
The crane is equipped with double cables and a system to mitigate shaking from earthquakes to prevent the cask from falling. Radioactive material could leak if this happens.
Once the cask is out of the pool, workers will remove radioactive substances from its surface, and transfer it to another storage pool about 100 meters away.
The workers have spent the past 2 days transferring nuclear fuel units into the container. They performed this part of the task inside the pool with an underwater camera. Small pieces of debris that fell into the pool during the 2011 accident have made it hard to see.
Tokyo Electric Power Company aims to complete the transfer of the fuel units at the No. 4 reactor building by the end of next year. The pool has 1,533 fuel units, and 1,331 of them contain highly radioactive spent fuel.

2 more Fukushima reactors to be decommissioned
Tokyo Electric Power Company is planning to decommission the 2 reactors at its Fukushima Daiichi nuclear plant that were not seriously damaged in the March 2011 disaster.
TEPCO officials said they will first consult with officials in Fukushima Prefecture and in the towns of Futaba and Okuma. An official decision to decommission the Number 5 and 6 reactors could come next month.
TEPCO is already engaged in work related to decommissioning the 4 other reactors at the plant, which were severely damaged.
Prime Minister Shinzo Abe urged TEPCO in September to decommission the Number 5 and 6 reactors and concentrate on responding to problems caused by the March 2011 nuclear accident.
The utility plans to use facilities at the plant for training workers involved in decommissioning the 4 severely damaged reactors.

IAEA experts to observe decommissioning
The global nuclear watchdog says it will send a team of experts to Japan this month to inspect decommissioning work at the Fukushima Daiichi nuclear power plant.
The International Atomic Energy Agency team will visit from November 25th to December 4th at the request of the Japanese government. The team includes 19 IAEA and international experts.

TEPCO aims to restart Kashiwazaki plant next July
NHK has learned that Tokyo Electric Power Company aims to restart some of the reactors at its nuclear plant in central Japan next July.
TEPCO is drawing up a 10-year business plan. Restarting the Kashiwazaki-Kariwa plant in Niigata Prefecture will help to revive the firm's business after the nuclear accident at Fukushima Daiichi.
The No.6 and 7 reactors are to undergo safety checks by the government's Nuclear Regulation Authority as part of the procedures for restarting nuclear plants.
TEPCO has set the target date for next July because the checks will take at least 6 months and the utility needs to negotiate with the plant's host communities.

Japan and IAEA to do joint ‘ocean monitoring’ in Fukushima
The Japanese Government and the International Atomic Energy Agency (IAEA) will be working together to better assess radioactive waters in the seas following reported leaks from the defunct Fukushima Daiichi nuclear power plant. International concerns over the leaked contaminated waters have even prompted South Korea to ban fishery products from 8 prefectures in northeast Japan.
IAEA Director-General Yukiya Amano and Nuclear Regulation Authority (NRA) Chairman Shunichi Tanaka met in Tokyo on Thursday and confirmed mutual cooperation in checking immediate and nearby bodies of water surrounding the TEPCO-operated nuclear plant.

Operators at PPL Corporation's Susquehanna nuclear power plant began shutting down Unit 2 early Saturday (9/14) to inspect its turbine blades. Data from the extensive vibration monitoring equipment installed on the turbine indicates that two turbine blades may have developed small cracks. While the unit is shut down, workers will perform additional maintenance activities that can be done only when the unit is not operating. Rausch said that the Unit 1 turbine continues to be monitored for turbine vibration and to operate at full power. The Susquehanna plant, located in Luzerne County about seven miles north of Berwick, is owned jointly by PPL Susquehanna LLC and Allegheny Electric Cooperative Inc. and is operated by PPL Susquehanna.

/PRNewswire/ -- Operators at PPL Corporation's Susquehanna nuclear power plant began shutting down Unit 2 early Saturday (9/14) to inspect its turbine blades. Data from the extensive vibration monitoring equipment installed on the turbine indicates that two turbine blades may have developed small cracks.
"After consultation with the equipment manufacturer, we have decided to take the most conservative action and shut down the unit to investigate," said Timothy S. Rausch, senior vice president and Chief Nuclear Officer.
While the unit is shut down, workers will perform additional maintenance activities that can be done only when the unit is not operating.

AG: Just in the last 8 months, we've had an enormous change in the nuclear industry. We started the year with 104 nuclear power plants and now we're down to 99. We lost the Kewanee plant, Crystal River 3, San Onofre 2 and 3 and just last week the Vermont Yankee plant announced that it was shutting down.
AL: Quite a few nuclear plants are starting to shut down because they, too, are uneconomic to operate. They can't compete with the wholesale power price and that's regardless of what they may have cost to build originally. Because that cost is already sunk and you cant un-spend it. And anyway, it's probably paid off by now because the plants are old. And I just wrote a piece in the April, 2013, The Atomic Scientist about the economics of U.S. nuclear phase-out, and we're in one. It's kind of in slow motion but any nuclear plant that has big repair bills like Crystal River or San Onofre stands a good chance of shutting down, and it's kind of like having the engine blow up in your car and it's an old car and you've got to figure out, is it worth putting in a whole new engine and betting that something else important isn't going to break during the time you wanted to get the benefit out of the new engine. And it's a pretty hard bet to make because as these plants get old, stuff starts to wear out, you get fatigue and corrosion and all kinds of age-dependent effects, there has been a very rapid escalation in the real cost of big maintenance jobs on these plants, what are called net capital additions, because they're actually added to the capital cost rather than expensed. And the industry has been pretty careful not to find out whether that escalation is mostly for upgrading to produce more power -- whether it's a productive investment -- or whether it's more and more big repairs caused by aging effects. That would be very bad news for those who have just gotten their licenses extended or are about to, to go into 20 years of overtime, because it would mean that your license lets you run the plant, but it's not worth continuing to fix it. And I think there is some evidence emerging that for many plants, that will be the case.
AG: The New York Times, Matt Wald ran a story saying that the economics of these plants is marginal right now. And it's especially true with the single-unit plants because they don't have a second unit to average out the labor costs and it's especially true because all these plants are now pushing 40 years. The net effect is that as soon as there's a problem, management's going to pull the plug and shut the plant down. The cost to keep your staff fed for the half-year or year to make a major repair can never be amortized in addition to the cost of the repair over 20 more years to the plant site.
AL: Yeah. This is very different, of course, from the situation with modular renewables. If you had a gearbox break on a wind machine or an inverter break on a photovoltaic plant, it's a matter of typically days to weeks to get the new one in and you just plug it in and keep going. You don't have to worry about radioactivity. It really isn't a difficult repair -- a standard industrial repair. And it only affects one unit at a time. It's at most a few megawatts, it's not 1,000 megawatts.
AG: The big issue here is how do we want our power to be generated 50 years from now. Do we want it to be large central stations controlled by larger corporations? Or do we want people-powered renewable energy? That battle was fought 100 years ago and the big corporations won. Well, with the invention of computers and distributed generation, solar power and windmills, we've been able to turn the tide and it's time now for people to get back involved in energy production.
AL: In fact, the biggest game changer is that instead of having to build a cathedral like project for a decade for billions of dollars, in that time and for roughly that money, you can now build each year during your big plant construction period a solar manufacturing plant, which then each year thereafter will produce enough solar cells that each year thereafter they can produce as much electricity as your big plant would have produced. So the scaling can be incredibly rapid (...)

Just say no to nuclear power – from Fukushima to Vermont

Welcome to the nuclear renaissance.
Entergy Corp, one of the largest nuclear-power producers in the US, issued a surprise press release Tuesday, saying it plans "to close and decommission its Vermont Yankee Nuclear Power Station in Vernon, Vermont. The station is expected to cease power production after its current fuel cycle and move to safe shutdown in the fourth quarter of 2014." Although the press release came from the corporation, it was years of people's protests and state legislative action that forced its closure. At the same time that activists celebrate this key defeat of nuclear power, officials in Japan admitted that radioactive leaks from the Fukushima Daiichi nuclear catastrophe are far worse than previously acknowledged.
"It took three years, but it was citizen pressure that got the state Senate to such a position", nuclear-energy consultant Arnie Gundersen told me of Entergy's announcement. He has coordinated projects at 70 nuclear plants around the country and now provides independent testimony on nuclear and radiation issues. He explained how the state of Vermont, in the first such action in the country, had banned the plant from operating beyond its original 40-year permit. Entergy was seeking a 20-year extension.
